The Idea

Most organizations already have something. Few have a program.

Many public safety organizations already offer an employee assistance benefit. The trouble is rarely access. It is that a generic, one-size-fits-all service is not built for people who run toward what everyone else runs from, so it sits unused until someone is already in crisis.

An Operational Resiliency Program is the layer that actually gets used. It is profession-specific, clinician-led, and embedded into the year rather than waiting on the sidelines. Some pieces you might buy on their own, like annual check-ins or post-incident response, work better when they run as one coordinated system, with ongoing monitoring and personalized programming tying them together so the people most at risk stay connected to care.

And the need is real. Organizational stressors, weak supervisor support, poor communication, and relentless workload can weigh on responders as heavily as the worst calls of the job (National Policing Institute, 2025).

What's Included

Four parts, run as one coordinated program.

Most components are available on their own. Together, under one clinical framework, they become a complete resiliency system, with ongoing monitoring that only the full program provides.

Annual Check-In Programs

Preventative, clinician-led wellness check-ins for every member, with early-intervention pathways and audit-ready reporting. The proactive baseline of the program.

Explore check-ins

Post-Critical Incident Response

Layered response that goes beyond a single debrief: peer integration, clinician oversight, staged follow-up, and clear escalation when a call lands hard.

Explore incident response

Ongoing Risk Monitoring

Confidential, clinician-held continuity of care for members flagged through a check-in or a critical incident. Held by Valour's clinicians, never reported back to the organization. The piece that makes sure no one identified as high-risk quietly slips off the radar.

Personalized Programming

We assess your organization, identify the specific gaps and pressures your people face, and build education and resources around what we actually find. Not a fixed curriculum, a program shaped to your sector, your stressors, and what is already in place.

Part of the program built to your assessment

Annual check-ins and incident response can be purchased on their own. Ongoing risk monitoring and personalized programming are part of the full program only, since they depend on the others to work. Together they run under one clinical framework, one schedule, and one point of contact.

Why One Program

Why a Coordinated Program Beats Piecemeal Services

Separate services, bought from separate vendors, leave gaps between them. A single program closes those gaps.

Layered, not reactive

Prevention, response, and recovery operate as one continuum. A hard call flows into follow-up and ongoing monitoring without anyone falling through a gap.

One clinical framework

Shared oversight, consistent standards, and audit-ready documentation across every component, so the whole program is defensible, not just well-intentioned.

Profession-specific

Built around the exposure, culture, and language of each role. Police with police, fire with fire, so the support actually fits the work.

How We Start

Scoped to Your Organization, Not Off a Shelf

We build the program around your size, sector, and what you already have in place, so nothing is duplicated and nothing is missed.

1
Step One

Discovery and scoping

We map your workforce, current benefits, and risk exposure, then identify the gaps an EFAP or one-off service leaves open.

2
Step Two

Program design

We assemble the right components, check-ins, response, monitoring, personalized programming, into one plan sized to your operational tempo and budget.

3
Step Three

Delivery and oversight

Clinicians who understand the operational world deliver the program around shift schedules, with one point of contact for your leadership.

4
Ongoing

Reporting and refinement

Audit-ready utilization reporting shows what is working, and the program adjusts each year as needs change.

Questions

Operational Resiliency Program Questions

How is this different from our EFAP?
An EFAP is a general benefit available to all employees, usually reactive and not built for any one profession. An Operational Resiliency Program is profession-specific, proactive, and managed, prevention, response, ongoing monitoring, and personalized programming coordinated under one clinical framework. Many organizations run both: the EFAP as a general backstop, the ORP as the program their people actually use.
Can we start with just one component?
Yes. Annual check-ins and post-incident response are available on their own, and many organizations begin with one and grow into the full program. Ongoing risk monitoring and personalized programming are the exception: they are part of the complete program only, since they depend on the other pieces to function.
Does leadership see who is flagged as high-risk?
No. Ongoing risk monitoring is held entirely by Valour's clinicians and is confidential from the employer. The organization receives only aggregate, non-identifying information, such as overall engagement, never who is being monitored or why. This is the same confidentiality standard that runs through everything we do, and it is what makes people willing to engage in the first place.
Who delivers the program?
Registered clinicians who understand the operational world, many with direct experience in or alongside public safety. The program is led by a single point of contact so your leadership is never coordinating between vendors.
How is it scheduled around shift work?
Delivery is built around operational tempo, with evening, rotating, in-person, and virtual options so the program fits the schedule instead of competing with it.
Is it scalable?
Yes. The program scales from a single hall or detachment to an entire workforce, and is designed to be delivered consistently across multiple sites.
